Yes: that change came about because I asked for it!
ScholaX includes old style figures and small capital glyphs. C059 does
not. But these features cannot be productively used by Lilypond, and the
designs in ScholaX are amateurish. C059 does include Greek and Cyrillic,
unlike ScholaX (scholax has Greek glyphs filled in but they are
unusable). The only slight disadvantage is losing a few latin-extended
characters. But a user can always load a different font — such as
Schola, even, if they are willing to sacrifice quality — if they need them.

I recently came across the "ScholaX" LaTeX package which is also an
extension of TeX Gyre Schola.

The README file mentions:
Changes in version 1.026
1. Added a number of new glyphs to extend the coverage of the TS1
encoding.
2. Modified the sizes and positions of the tiddles on glyphs related
to i and j to better match their appearance to those in the original
URW++ clone of Century Schoolbook.
I don't know if this project is related to C059, I haven't seen the
mention anyway.
The license is also LPPL.
