it is not possible to define a \layout block in a \book or a \bookpart. according to Issue 3151 <https://code.google.com/p/lilypond/issues/detail?id=3151&can=1&q=Fixed_2_17_16&colspec=ID%20Type%20Status%20Stars%20Owner%20Patch%20Needs%20Summary> the documentation has been fixed. I found one example which may have been overseen: 3.1.3 Multiple output files from one input file should this issue be re-opened?!
