It's not a regression. It has never been officially fixed. A while ago I posted a bug report and a minimal example: http://old.nabble.com/musicxml2ly%3A-chordnames-placement-bug-td33309393.html.
Here is a solution for the chord symbol bug: http://codereview.appspot.com/5697059/. I still haven't found the time to tidy up the patch. But it works!
