It's not your job to make exceptions, Colin. Your job is to say when something is ok to push according to the appearance of due process, not due to your technical expertise. If the developer decides to overrule the process, the responsibility for that is his own.
You are actually doing a better job (and taking more personal responsibility) than due process requires. And that is great. But that does not mean you need to get apologetic when deciding not to make an exception.
