The user wanted just one measure with the r1\fermata, but a whole rest
fills 2 and 2/3 measures in 3/8 time. The output matches the input, so I
suggest this is 'invalid'.
LilyPond needs the capital-R rest to know that we want a full-measure rest
that doesn't necessarily take the same time as a whole note, and then
unfortunately full-measure rests need a different instruction for the
fermata.
