I'm worried by the `there may be others with ordering dependencies'. Ideally, the dependency order gets computed automatically since everything else is essentially documentation nightmare. What about adding a `must-come-after' documentation property to the engraver definitions themselves? This could then be simply emitted in the `internals' reference.
