I see no reason why texi2pdf would not be available on Windows.
The line width detection is only needed for pdf output (i.e. for texi2pdf),
so texi2html is of no use (since html does not have the a paper width).
If texi2pdf is not available, then lilypond-book currently should not fail
(i.e. it will not be able to detect the real linewidth and use some
defaults instead).
In that case (i.e. the texi2pdf call cannot be executed), it will print out
a warning "Unable to auto-detect default settings:\n...", but it should NOT
fail with an error.
If texi2pdf is not available, I have no idea how to determine the paper
width of the texinfo dvi/pdf output.
