It's easier to explain
"do whatever you want in dev/xxx"
than
"do whatever you want, other than not using master or staging or
translations or release/unstable or stable/"
If there's some way to enforce good behavior (like that "policing hook" you
mentioned), I guess we could relax this. But I've got my hands full --
please contact the savannah admins and/or the savannah docs to see if we
can do that policing hook thing.
