Well, I would suggest that we have a single flag somewhere in the build system to enable/disable warning-as-error on the regtests.
When a developer is working on stuff and wants to be able to break stuff, he can disable that flag. Then once he's finished the bulk of his work, he will enable that flag, and clean up any problems before he sends the patch to us.
