fails on Windows

This bug is not fixed. I just tested with version 2.15.12 and when
processing the lytex file as in my initial bug report with
lilypond-book.py --safe --pdf --latex-program=pdflatex
--lily-output-dir=ly-pdf "lilypond-bug.lytex"
I now get this error message:
