AFAICS, these are the patches referenced:
4167063 - now closed (draw line above footnotes)
4213042 -
4254055 - closed (print annotations next to footmoted grobs)
4244064 - now closed (automatic numbering)
4580041 - latest active (4 days ago, by Mike S.)
It seems as though there are more patches/stages to come.
