Please note that the partcombiner correctly keeps all spanners together in one voice by default. However, you are explicitly overriding the part-combiner's decision how to distribute the notes (i.e. you are telling the partcombiner explicitly to place the notes into different voices). There is no way the partcombiner can do both.
That's a known limitation of the part-combiner and should be noted somewhere in the documentation, I think.
