We can increase padding between systems as a workaround,
but we still do not get quantitatively the padding we requested between systems.

The spacing of the systems is enough to give Lyrics the space they *require* for the hard requirements of minimum-distance and padding, plus system-system padding. But then, the Lyrics spread out based on their 'soft' spacing request, basic-distance, encroaching into our system-system padding. (Bad Lyrics, bad bad bad.)

I suggest desired behavior would be, when soft-spacing the nonstaffs, either:
+to remember system-system padding, or
+to leave a gap of non-staff-unrelatedstaff padding between a nonstaff at the top/bottom of a system and items in the next system.
