That problem (or at least the solution) is probably slightly different, because with dynamics on skips, there is no Grob on which the dynamic sign can be aligned, so it is always aligned at the point where normal notes/rests would start. Dynamics on rests, however, have a rest grob, on which they can be centered (just like they are centered on noteheads).
BTW, the problem with dynamics on skips colliding with barlines is already reported as issue 631.
