New issue 1183 by percival.music.ca: @rcontrib{} from topdocs doesn't work

Using links like @rcontrib{} apparently [1] don't work from topdocs; they
produce links like this:
http://lilypond.org/doc/v2.13/Documentation/topdocs/contributor
(the /topdocs/ shouldn't be there)

I'm pretty certain that the INSTALL document isn't accessible on the new
website (other than in the CG), but if there's any other links from a
topdoc to the rest of the docs, those will be broken.
