New issue 1167 by percival.music.ca: link from manuals HTML pages back to
website

in the online target of the doc-building, we need to make the "Back to
documentation index" point to either /website/manuals.html (for 2.12) or
/website/development.html (for 2.13)
I've considered doing this previously, but discarded the idea because it's
yet one more hack on our doc build process... but enough people noticed
this problem during our website test that I think I'll have to do this
after all. :(
