New issue 1155 by pnorcks: remove MODULE_GC_KLUDGE blocks from the code base

In various places in the code base, we have conditionally-compiled code
that is (presumably) from Guile 1.6 compatibility.
This code should be removed, where appropriate, and thoroughly tested.
Ian intends to work on this.
