texi2html does not read xref files by default, so you cannot say that the
problem
isn't xref files just because it worked without the init file.
Read the comments from lines 39 to 52, in particular line 46.
What happens if you add a print $target after line 921? Come to think of
it, is
texi2html using line 921, or does it jump to 923?
What happens if you add a print $target after lines 934-938 ? I believe
you noticed
something about missing the last two characters...?
Don't bother Reinhold with this. Just spend a bit more time thinking
calmly about it
and reading the existing comments, and adding a few exploratory "print"
commands to
see what's happening at various points in the file.
