The Dynamics context as in the template (or at least very similar) is
built-in in 2.13.x, so the main error comes from the redefinition of
Dynamics. Things should just work if you remove the whole \layout { ..
} block from the score; the template in it's current state is deprecated
for 2.13.
No idea why it complains about Skip_event_swallow_translator, though...
