This is caused by the fix for #495 (2.11.36), which
added 'outside-staff-priority to
MultiMeasureRestText.
All outside-staff grobs get a default 'outside-staff-padding of 0.5, which
is
inappropriate for a fermata (whose 'staff-padding is 0.25 as a Script).
