It's certainly possible in LilyPond, see the section on Polymetric notation in the
manual. However, the musicxml2ly script is fairly rudimentary, as far as I
understand, so I wouldn't be surprised if this is a feature that the script cannot
handle.

Also, I seem to remember that the main hackers behind LilyPond do not
actively support this script anymore. However, if you are able to come up
with a solution, then that would be very welcome.
