Comment #4 by joeneeman: I suspect the problem is that the line-breaker is not returning the right number of lines to the page-breaker. When the line-breaker fails to satisfy constraints, it tries to return some solution anyway, but I don't think it will always return the number of lines that the page-breaker asked for.
