Unless you have some strange settings in your .emacs file, you can tell
Emacs to use UTF-8 in the current file by pressing
CTRL-x RETURN
and then
utf-8
and RETURN. The next time you save the file, it should be in UTF-8.
To make Emacs remember this setting for this particular file, the next time
you open it, you can add the following lines at the bottom of the file:
%%% Local Variables:
%%% coding: utf-8
%%% End:
There are also methods to tell Emacs to use UTF-8 encoding for all
files, but
I'm not sure what else you use Emacs for.
