Python problems under Windows have been reported before. The last LilyPond version I could use convert-ly is 2.8.1, with Python 2.4.2 supplied by LilyPond and Python 2.4.3, separatly installed.
With 2.8.2 or 2.9.5 (and any other version after 2.8.1) I ger error messages: convert-ly.py (GNU LilyPond) 2.9.5 ...
