Of course you do! You can write LilyPond files, right? Just make a copy of a file and delete the notes (and time signature, clef, etc). There you go -- a template! You're far more qualified than me -- I don't play piano, and almost never write music involving piano.
If you're concerned about LilyPond template "style", don't be. When you send your contribution to the mailist or to me personally, I'll look at it and tweak it to match the style of the other templates. You don't need to think about that at all.
The current "templates" section is going to disappear soon; the templates are going in the manual under the "Example templates" section. Currently there's only two simple piano templates in there, and I don't know enough about piano writing to make more complicated templates. I'm going to beg for help on the mailist soon, but if you could contribute one or two piano templates, that'd be fantastic.
