Return of the MIDI Bug

There was a discussion a few months ago regarding how the MIDI voice 
for flutes was essentially inaudible. Read the key post here:

This has to be a typo. I assume 0.07 should be 0.7?

It was never fixed (though it takes a keystroke and a save to amend 
it), so I'm wondering if it was intentional or just an oversight.
