I tried many cases. qemu-kvm never reproduced however I tried.

I get a working one in VirtualBox by not pushing enter immediately
after grub is installed and it prompts me to reboot. So I guess
the problem is indeed that the filesystem does not complete syncing
in VirtualBox environment.

Did fsck perhaps complained about errors on the disk? (which would mean
some missing sync at the end of the installation)

At the beginning of the test, I re-installed with that Live CD. This time
I didn't reboot into real system immediately but into rescue mode with
LiveCD. I mount the partition of new system at /mnt and ls /mnt/dev. It
gives,

  warning: directory entry too long: inode: 1875969 offset: 4096.

Running fsck did not output anything nor fix this problem.

Thanks for helping me. Now I've gotten a fresh Debian GNU/Hurd that works
perfectly in VirtualBox with LiveCD. :)
