Since upstream-inclusion might take an undefined amount of time, I'd like to 
go by gut-feeling: If I coded something and had my patches ready, I'd want the 
news to be on the front page as fast as possible, so I'd say, let's publish 
news as soon as the patches are done and public. 

For work in progress, I'd just say "publish as soon as it's in a public 
repository" (or can be accessed publicly in some other way - like another 
public Hurd box or similar). 

Does that sound reasonable to you?
