No, you are turning words around. You can install and use anything, but it must not enforce a certain version of the GPLv3 software if you want to *distribute* the system. The restriction is solely a *distribution restriction*. If you sell me a locked down GPLv3 system, you violate the GPLv3. If you lock down your own GPLv3 system but don't pass it on, you don't violate the GPLv3. And here this discussion ends for me.
