Hurd's kernel is anything but new, nor is Hurd. The system you vaguely
describe wouldn't be much easier to add in Mach, the kernel currently
used by the Hurd, than in any other free kernel.

Feel free to try and sketch a detailed specification of your proposal
and implement it for any free software OS out there. You have the
mainstream ones, namely the BSD kernels or Linux, the µ-kernels like
Mach or L4, and also some more exotic ones, like House, the Haskell OS.
