You should send logically independent changes in separate patches.
There are two here.

The Linux swapon doesn't complain at all for this.  The NetBSD swapctl
doesn't write any message buts exits with 1.  The current behavior, your
warning change, and the Linux silent happiness, all seem reasonable enough
to me.
