Having configure barf for such things can be really annoying. It's
nice to be able to check out the code and do things like autoreconf &&
./configure && make doc, even if some specialized tool needed for
actual compilation is missing on my system.

I remember once trying to build the glibc documentation on Solaris
(which is or at least was back then a totally unsupported platform for
glibc), and it was quite frustrating that configure kept complaining
about the host system and utterly refused to produce the doc/Makefile
I needed.
