If you mke2fs the floppy on GNU/Hurd, it'll be formatted for 720KB. Are you using either gnumach 1.3 with serverboot or oskit-mach? I've tried making boot floppies using gnumach 1.3 and without serverboot, but the kernel panics when I hit the key at the prompt for a root disk. This is an old, known bug, it seems.
