tcsetattr means TIOCSETA*, directly.  To follow POSIX as quoted, set_state
ought not fail if set_bits fails.  The change to the bottomhalf interface
is still appropriate as it is.  If set_bits fails, then set_state should
not change c_cflags and the speeds in termstate.
