I think the expat failure is only on armhf, and it's being discussed on https://codeberg.org/guix/guix/pulls/11471 with a seemingly trivial fix. I'll apply it soon for that arch. I'll look into to [email protected] (the one with substitutes on bordeaux is 1.4.3) and mariadb (blocking 2039 builds).
