Hm, that's too bad! Really slow! ftpmirror.gnu.org does use a system of mirrors, which includes some servers in Brazil (and also in Ecuador): https://www.gnu.org/prep/ftp.en.html If these local mirrors are not selected automatically, you could try using them directly. If that doesn't work, you could try other mirrors until you find one that is fast enough.
