Is this not Guix System but a foreign distro like Debian? If so, is nscd running: https://guix.gnu.org/manual/devel/en/html_node/Application-Setup.html#Name-Service-Switch-1 Furthermore, <https://issues.guix.gnu.org/70244> looks like a similar bug where guix pull --no-substitutes worked better at least once.
