bug#75152: removing build machine declarations doesn't actually remove them during activation

(@@ (gnu services base)  guix-activation) doesn't update or remove the 
/etc/guix/machines.scm file when guix-configuration-build-machines is null. I 
just removed it manually. Much love for guix!
