So AFAIU there is no direct conflict between elfeed-org and org-tempo, that conflict is apparent only in my full init.el configuration (and package set) and probably is related to a combination of environment and init.el configuration. I'm going to investigate more and see what I can do to sort out things. Happy hacking!
