The guile-readline extension is part of the source code of Guile, under
the guile-readline/ directory:

  guile-readline/
  ├── ChangeLog-2008
  ├── ice-9
  │   └── readline.scm
  ├── Makefile.am
  ├── Makefile.in
  ├── readline.c
  └── readline.h

However, for it to be built, Autotools must be able to find the readline
library. Maybe this is missing on your installation?
