Update soelim(1)'s `-I` argument to search in `$(abs_top_srcdir)` for `$(DOC_LINE_LAYOUT_ROFF)`. I missed the impotence of my previous "fix" because soelim(1) thinks it's just fine if the files marked for inclusion don't exist. Continues fixing Savannah #68716.
