`--disable-contrib` should not be troublesome to support, and philosophically,
should be already--they're "contributed components" after all, not part of
"groff proper", though the groff developers have steadily assimilated
maintenance of most of the contrib directory's contents over the years as
original authors have drifted away.

I'm less sanguine about the idea of a `--disable-docs` build.

I think you _want_ to generate the docs as part of any build, because they can
work as acceptance tests.
