...and configure the eight named ISO 6429 colors for good contrast
accordingly.

There is no portable way to query a terminal about its color scheme, so this
is the best way I can think of to achieve this.  People can stick the
environment variable definition in their shell startup files, as most people
tend to prefer either a very dark (near `#000000`) or very light (near
`#ffffff`) terminal background.

Even if they use multiple terminal emulators with different defaults--consider
_xterm_(1) vs. _gnome-terminal_(1)--they can write a shell `case` statement or
equivalent to govern different `GROTTY_THEME` assignments.
