I don't see the effective difference between the two dependencies, vis-à-vis
the goal of not halting the build just because it can't make a
trivial cosmetic reform to the manual. The minor upgrade of one small
diagram seems a poor reason to make the user stop and deal with a hurdle.
However, if future reforms will end up requiring one of the packages anyway,
then I guess I can muster little opposition to adding that requirement a bit
early. It seems a conceptually simple condition to add to the build: "If
[package] is installed, use the new line-layout diagram, else use the old
one." But I don't know the build system at all, so maybe that's more complex
than is worth for what will amount to only a temporary stay on the
dependency.
