I would certainly regard it as such, absent a strong justification for it.
Happily, I've rarely if ever seen grotty output such spaces, and I can't
reproduce them under groff 1.24.0 using the input document Bjarni cites, even
using the version of the file from when this report was filed:

Bjarni, would you care to reproduce your results using a stock groff build,
and share the command line you use to get grotty to produce trailing space?
(The two grotty errors above seem like they could be avoided with some
in-document conditionals, but that's a separate issue.)
