Thanks for investigating!  Now only the "is it worth amending a NEWS entry
from 17 years ago?" question remains.

I'll take the ticket out of Need Info status, since technically what it needs
now isn't info but an opinion.

The NEWS item in question is under a "Macro Packages" subheading.  With
examples elided, the text reads: "Joachim Walsdorff contributed the `hdtbl'
package for the generation of tables, using a syntax very similar to the HTML
table model. ... Tables can be nested; `hdtbl' works without a preprocessor so
that the full capability of groff's macro engine is available.  This package
currently works with `-Tps' only."

This context makes it clear to me that the entry is talking about the
package's capabilities, not what's built by stock Makefiles.
