Follow-up Comment #1:

This looks like a duplicate of bug #68077 insofar as the report applies
accurately to the _groff_ 1.24.0.rc4 release candidate.

Deri fixed that bug in the very next commit after that tag (and the "HEAD" of
the master branch in Git as of this writing).

I cannot reproduce the problem using your exhibit with any release of _groff_
going back a decade.
