The attached patch was originally buried in the middle (specifically, comment
#16) of bug #63332.  The core issue of that ticket has yet to be root-caused,
so this patch did not address it, hence my moving it out of that ticket's
purview.

But this patch does allow recognition of more Unicode characters in output
formats where #63332 _isn't_ an issue, so I think it's worth applying as a
temporary measure--or, rather, as a refinement to the temporary measure that's
already in place.

tmac/fallbacks.tmac has had numerous commits since this patch was first posted
in Aug 2023, but it still applies cleanly to the current code.
