Elsewhere in the email thread (specifically,
http://lists.gnu.org/r/groff/2024-11/msg00152.html), Branden wrote, "If a
volunteer submitted a clean patch to support disabling generation of Texinfo's
output formats, I'd consider it.  But I can't promise I'd integrate it.  There
is some documentary material in our Texinfo manual that is not duplicated in
our man pages."

I don't think the last sentence identifies a valid obstacle.  There are plenty
of situations in which a user might need groff but not its
documentation--especially since roff software is essential to displaying man
pages, which far more users read than write, and groff documentation is needed
only for the latter.  (Users who only want to read man pages may not even be
aware there's a thing called "nroff" in the pipeline.  I was such a user for
many years.)
