FWIW, my [https://osdn.net/users/keith/pf/groff-pdfmark/wiki/FrontPage
groff-pdfmark] implementation has left your contrib/pdfmark a _long_ way
behind, (and hence, effectively obsolete). Furthermore, _my_ spdf.tmac
_explicitly_ loads _both_ s.tmac, and pdfmark.tmac; it does *not* use
pdf.tmac. Thus, since pdfmark.tmac *does* implement the pdf*href-PT.init API,
the reported issue _should not_ arise.

AIUI, Deri's -Tpdf API uses a different technique for handling page breaks
within pdfhref links, in place of the augmented page trap mechanism, which is
set up by pdf*href-PT.init; spdf.tmac does _explicitly_ request initialization
of pdf*href-PT, so maybe that initialization should be made conditional on
-Tps, and simply skipped for -Tpdf?
